Experience Summary

Mr. Wittlinger has over thirty-five years of experience in environmental and safety regulatory compliance support to industry. He has extensive experience with SARA Title III, RCRA, TSCA, CWA, CAA and OSHA regulations. For industrial facilities and power plants he has designed and managed comprehensive safety and environmental compliance programs. He has also conducted several air quality testing programs for industry and municipalities.

Key Projects

IIMAK, Amherst, New York

Manager of the EHS compliance programs at a company involved with the production of thermal transfer ribbons. Prepared an Integrated Emergency Response Manual and an EHS Compliance programs for the facility. Conducted regulatory compliance audits and an OSHA audits that included personal air monitoring. Oversaw stack tests and developed reporting schedule for all compliance programs. Managed all RCRA Hazardous Waste Programs including developing RCRA SOPs and RCRA Training Programs.

Buffalo Department of Public Works 

Principal-In-Charge overseeing Indoor Air Quality Study for the Buffalo DPW police station. Involved design and implementation of multi-media sampling and testing program.

Town of Clarence

Principal-In-Charge overseeing multiple Environmental Studies for the Town of Clarence involving property transfer issues.

Principal-in-Charge for regulatory oversight and monitoring of the Safety-Kleen/BDT TSDF in Clarence, New York. Responsibilities include meetings with the public and the Concerned Citizens of Clarence, monthly reporting to the Town Board, on-site inspections and audits of the facility, review of air quality and emissions data, review of regulatory correspondence and overall monitoring of facility for compliance with its Part 373 permit and the Agreement between the Town of Clarence and Safety Kleen. Additionally, Mr. Wittlinger reviews all proposed Part 373 permit modifications and revisions.

Nuclear Power Plants, North America

Principal-In-Charge of Outage Safety Professionals overseeing all OSHA safety programs for the turbine and generator rebuild projects at over 20 Nuclear Power Plant Outages over the last 15 years. Coordinated safety inspections and management of all aspects of OSHA compliance.

Health and Safety Plan Design and Implementation

Principal-In-Charge for development and implementation of written OSHA safety programs for industrial facilities involving Electrical Safety, Lock-out/Tag-out, Fall Protection, Permit-Required Confined Spaces, Personal Protective Equipment, Hoists & Rigging, Hazard Communications, Excavations & Trenching and Hearing Protection.

Project Manager for hundreds of regulatory compliance projects involving OSHA, RCRA, CAA, CWA, TSCA, CERCLA and FIFRA. Responsibilities included training, onsite audits, regulatory evaluation and permit and plan preparation.
